Voicemail default "Zone Messages" not using Tenant's time zone

We discovered that all our tenants who are setup on a different time zone from the main system experience the same issue where the envelope isn’t set to the tenant time zone, instead it uses our host time zone.
We have tried changing Zone Messages to the proper time zone but this has to be done with each extension. We believe that the “Zone Messages” setting should default to the tenant time zone instead of the server time zone.

Has anyone experienced this? is there a global setting somewhere we are not seeing? we don’t want to have to edit every extension to change its time zone…
