Unable to flush postfix

I have emails stuck in postfix, mailq shows them and if I use postfix flush & postsuper -d ALL they are still in mailq list, I have restarted postfix and rebooted the server but still are in the mailq, at this point I can not send emails. is there another way to clear the mailq.

Distro Debian GNU/Linux 11 (bullseye)
Kernel 5.10.0-30-amd64
PBX Engine 18.22.0
VitalPBX 4.1.0-5
PHP Version 8.1.11

I found that when there is an message stuck in the queue because of a delivery issue you need to stop postfix then flush queue then restart postfix.
