TLS 1.3 support

Hi,

some people says tls 1.3 already.
i think it is not hard to change.
it is working by pjsip.

The Asterisk documentation doesn’t mention this version.

On the other hand, the link you shared seems like some kind of patch. In short, it’s not officially supported.

finally, Now 18.20.0 Support TLS 1.3.
