The ability for tenants to provision their own phones

When I drill down the tenants, I don’t see any way for owners of their own tenant to provision their own phones.

This needs to be a thing. . If it already is, how do I do it?
(edit) tried to delete this post. Apparently if I go into users profiles and set the permissions to allow provisioning, I believe this might work. Might want to make this more straight forward for new users by having it already set with this permission by default out the box?
