Remote auto failover on power fail

As more and more systems are of the Hosted PBX type there is a need for remote auto failover, before with onsite PBX’s the sip trunk fails due to power failier and the ITSP would forward DID’s to your prefered destinations ie Cell phones, 1FL’s and so on. Now what happens is company site is down and PBX is up so calls end up in voicemail when forward to backup is preferred. Can a feature that monitors the remote site (maybe the reception phone) when registration is lost then a new parramiter in Inbound routes is used, this way each DID can have it own failover ?
