VVX 450 VVX EM Expansion Module not showing lines

We are using VitalPBX version:
VitalPBX 3.2.3-6
Asterisk 18.12.1-1

I have 3 VVX 450’s with the EM Expansion Module connected properly. The phones provision properly, but do not allow for adding entries to the expansion module. Below is a pastebin of the template that is being used.

What have I missed in making sure numbers can be added to the expansion module?
