After every update, to run the next update, I need to run dpkg --configure -a

Don’t be obnoxious! How can I know your issue if I am not seeing your console. A package update might even break for the own OS packages. There’s no a single source of this kind of issues!
Well if I have to do the same thing after every update that kind of fits within the definition of an unresolved issue. I am having this problem on two installs and at least one other person is having the same issue on this fairly inactive forum, which points to a at least semi common problem. Your reply gave zero useful info, no suggestions on troubleshooting or common causes, just “ it indicates that there are unresolved issues that still need attention.” and didn’t answer my question “what is the isssue here?”
Provide the errors from the command line when executing apt upgrade so we can determine the issue.
